Why does Jones & Horan need to open a lot at one increment above the second highest absentee bid when we have two or more absentee bids?

In order to fairly determine who is the winning bidder. 

For instance, if we opened it at a lesser amount, and there were no floor bids, which absentee bidder would be the winner? 

Each bidder would have submitted bids greater than the final selling price and could legitimately claim they are each the rightful owner.
